After 4 days of a light touch inspection carried out by Directorate of Vocational Education and Training and the British Council from 13th to 16th of March 2018, Ba Ria Vung Tau College of Technology was evaluated good for overall effectiveness of provision based on the UK inspection standards. This is an important premise for the college to become an international standard institute with the advice of the British Council, also open more opportunities for foreign cooperation, attract international students, and internationalize the training programs.
The review meeting
At the meeting, Ms. Angela Whiteside, specialist of British Council, said that Ba Ria Vung Tau College of Technology was the first vocational education college in Vietnam that British Council dispatched a specialist to come and evaluate the training quality based on Ofsted’s international inspection standards (the UK leading quality assessment organization). During four days of working, Ms. Angela Whiteside talked to the college’s leaders, teachers; interviewed students at the college as well as at workplaces; observed class time, studied students’ records; interviewed employers having relationships with the college and conducted students and employers online surveys.

Ms. Angela WhiteSide made a review of the inspection in accordance with the 04 criteria of Ofsted’s inspection standards:
Regarding the effectiveness of leadership and management, the college has a clear vision and oriented development; the staff identified the challenges as well as the abilities to contribute to that vision. The College’s leaders has developed plans, strategies and training programs links to actual needs and links to the local, regional socio-economic development. The training programs show widely and comprehensively, supporting development of professional skills and soft skills for students. Most of the enterprises appreciate the effectiveness of cooperation. The college also closely monitore systematic achievements, progress of learners, effectively in controlling the status of students who dropped out of college midway. There are strict procedures in quality assurance and creative solutions in professional fostering of teachers, especially foreign language and pedagogical skills.
In terms of teaching quality and assessment, teachers well prepared for teaching, professional working style, helping students apply skills to specific situations. The classes rational designed. There are space of learning theory and practice. Students have got self-confident, self-directed, tracking the progress of themselves. However, Ms. Angela said that during the lessons, there were too many teaching activities, while the learning activity was less. Teachers should classify students, group them to work and apply positive teaching methods, increase the use of technology to promote the creativity of learners.
In addition, the college has a high rate of graduates, about 70%-94%; stable rate of students; high employment rates. This is one of the important criteria that the Council appreciates.
In terms of soft skills, the college is interested in discipline and caring for the physical development as well as the virtue of students. However, according to the specialist, short-term internships should be organized at the beginning of the year so that students can apply soft skills; the college should take an advantage of graduates network who are working in the enterprises to tutor students.
Analyzing these 4 factors, Angela evaluated at excellent grade for the Effectiveness of Leadership and management, and 3 remaining criteria at good grade which are Quality of Teaching, Learning & Assessment, Personal development, Behaviour & Welfare,
Outcomes for Learners. “I assess at good grade for the overall effectiveness of the college’s performance,” said Ms. Angela Whiteside.
At the meeting, Mr. Pham Vu Quoc Binh , Director of Vietnam Vocational Accreditation Agency, said that Ba Ria Vung Tau College of Technology is one of the 45 key colleges in the system of 1,000 vocational education institutions that have been invested by the Ministry of Labor, Invalids and Social Affairs and Ba Ria Vung Tau Provincial people of committee in order to improve facilities, equipment. Mr. Binh noted the college’s breakthrough in management leadership and asked the college to to continue to overcome the remaining issues to reach Ofsted’s international inspection standards.
